The government’s Procurement Policy Note has had a refresh. PPN 06/21 is now PPN 006, and while the name might look smaller, the impact remains just as significant for businesses bidding on public sector contracts worth over £5 million.

Here’s the reassuring news: this isn’t a policy overhaul. The core requirements for Carbon Reduction Plans (CRPs) remain exactly the same. Your Net Zero 2050 commitments, Scope 1-3 emissions reporting, and CRP publication requirements haven’t changed one bit. 

What has changed is the legislative framework. The update aligns the policy with the new Procurement Act 2023 and Procurement Regulations 2024, moving away from the old Public Contracts Regulations 2015. Think of it as updating the plumbing behind the scenes while keeping the same taps. 

PPN 006 Requirements: What’s Actually Different in 2025? 

    • Effective Date: The new PPN 006 applies from 24 February 2025, replacing the previous version that’s been in place since September 2021. 
    • Legal Alignment: Updated terminology and rules now reflect the Procurement Act 2023, ensuring everything speaks the same legal language. 
    • £5 Million Threshold Clarity: The threshold now explicitly includes VAT for central government contracts, removing any ambiguity about how this figure is calculated. 
    • Carbon Reduction Plan Template: The CRP template in Annex A has been refreshed with new branding and terminology, but the technical standards and guidance structure remain unchanged. 
    • Net Zero Commitment: The requirement for suppliers to demonstrate their commitment to achieving Net Zero by 2050 remains central to the policy. 

Why This Matters for Your Business 

If you’re already compliant with PPN 06/21, you’re in good shape. Your existing Carbon Reduction Plans will still meet the requirements under PPN 006. The substance hasn’t changed – just the packaging.

    1. Review your current Carbon Reduction Plan against the updated template to ensure alignment with new terminology 
    2. Update any references from PPN 06/21 to PPN 006 in your procurement documentation 
    3. Refresh your emissions data to reflect the most recent reporting period 
    4. Ensure CRP publication on your website meets the updated requirements 
    5. Consider enhancements that go beyond compliance to demonstrate sustainability leadership
